Good News/Bad News From Illinois
Let’s deal with the bad news up front: Bogged down in a major fight over budget and tax issues, the Illinois House of Representatives finished its spring session and left town without acting on the medical marijuana bill. Legislators generally don’t return to session until a November “veto session.”
The good news is that we made historic progress this year. The bill passed the state Senate for the first time ever, and cleared all the necessary House committees. That leaves the measure well positioned for a vote either during the veto session this fall or when they reconvene for the next full session in January.
In a statement issued earlier today, House sponsor Rep. Lou Lang (D-Skokie) said, “This bill gained more and more momentum at every stage of the legislative process, and I think the pace at which it moved is testament to the support it enjoys.”
We’d all prefer to see the process happen faster, but neither MPP, the bill’s sponsors, nor the dozens of courageous patients who’ve come forward to speak about their own personal experiences with medical marijuana have any intention of giving up.

Illinois Senate OKs Medical Marijuana
Last night, after years of work — and months of intense pressure by patients, advocates, and supportive legislators — the Illinois Senate passed a bill that would protect qualified Illinois medical marijuana patients from arrest for the first time ever, 30-28.
But there’s still more work to accomplish before seriously ill Illinois medical marijuana patients can safely acquire and use their medicine without fear of arrest. Minnesota’s Heartless Governor
Tim Pawlenty, Minnesota’s Republican governor (pictured below), has “great empathy for the sick.” I know it’s true because he said so.
He just thinks they belong in jail if they need medical marijuana.

He announced his intention to veto the medical marijuana bill at his news conference today. Then, amazingly, he went on to wax rhapsodic about how “The sky is blue, the sun is out. The minds of Minnesotans are turning to Memorial Day, summer, fishing.”

Good News/Bad News From Minnesota
The latest news from Minnesota is a classic good news/bad news situation. The good news is that the state House of Representatives passed a medical marijuana bill, which is now on its way to the desk of Republican Governor Tim Pawlenty. This is the first time that a state legislature in the Midwest has ever passed a modern, effective medical marijuana bill.
The bad news is that before passing the bill, they watered it down seriously.
There are honest disagreements about this issue, but parts of the debate were just frivolous — as when one member proposed an amendment to change the word “marijuana” in the bill to “pot.” Really. I am not making this up. [Read more →]

MPP’s Rob Kampia on CNBC Tonight
Intense media interest in proposals to tax and regulate marijuana continues, given a big boost by California Governor Arnold Schwarzenegger’s statement Tuesday that the issue is worthy of debate.
MPP executive director Rob Kampia discussed the issue earlier today on MSNBC (we hope to have video posted soon) and will debate a to-be-named prohibitionist tonight on CNBC’s “CNBC Reports.” The program airs from 8 p.m. to 9 p.m. Eastern time, and we’re told the marijuana segment will be around 8:30, barring any last-minute changes that are always possible in TV land.

“It shouldn’t be a crime to treat my pain”
Earlier today, MPP announced the launch of a TV ad campaign in New Hampshire. The ad features Sandy Drew, a retired nurse and multiple sclerosis sufferer, and calls on Gov. John Lynch (D) to sign the medical marijuana bill.
The Senate passed the bill yesterday by a 14-10 vote. It now heads back to the House (which easily passed it last month) to accept the minor changes the Senate made to the bill. Gov. Lynch could then either sign it, veto it, or let it become law without his signature.
Sandy’s ad is airing on WMUR and major cable stations including CNN, Fox, and MSNBC throughout the state. You can watch it here now:
Gov. Lynch has expressed concerns about the bill, but has not said what he will do once the bill reaches his desk. If you live in New Hampshire, please join with the courageous patients like Sandy and urge Gov. Lynch to sign the medical marijuana bill.

Senate Win for Rhode Island Compassion Centers Rounds Out Big Day for Medical Marijuana
We just got word that the Rhode Island Senate overwhelmingly passed a bill, 35-2, that would establish “compassion centers” to provide medical marijuana to qualified patients, making access for the seriously ill far safer and more reliable.
Just to recap, that means three huge victories for medical marijuana patients and advocates today. Earlier, the senates in New Hampshire and Minnesota both passed bills that would protect seriously ill patients from arrest for using medical marijuana with their doctor’s recommendation.
That brings all three states much closer to improving the lives of their seriously ill medical marijuana patients, but we aren’t there yet, so stay tuned.
Although a vote for a bill similar to those in Minnesota and New Hampshire by the Illinois Senate didn’t take place today, that’s not necessarily bad news. It gives the bill’s sponsor, Sen. Bill Haine, more time to build support among his colleagues after amending the bill to address the concerns made by some law enforcement officials.
Meanwhile, many of those same law enforcement officials and the drug-war supporting organization Educating Voices have announced a press conference at the Statehouse tomorrow at 10 a.m. Central to argue against Haine’s bill.
I mention their press conference because I think it’s important to air all sides of this debate. I also think it helps the cause of seriously ill patients who rely on medical marijuana for people to hear the rationale behind those who would continue to make them criminals.
Oh, Illinois residents, please let your representatives know it’s time to end the cruel, senseless war against medical marijuana patients. We’re close to ending it in Illinois, but they need your help.

… More Good News, This Time From Minnesota
Minnesota’s Senate just followed its New Hampshire counterpart with a medical marijuana victory of its own, passing its medical marijuana bill 36-28. The process in Minnesota is a little complicated: Today’s vote was technically made by the Senate’s Committee of the Whole, and needs an official vote that will probably take place later this week. But today’s victory is a very good sign.
Supporters in Minnesota can help seal this victory by contacting their representatives in both chambers urging them to pass this medical marijuana bill now.
