Last Wednesday, Dale Quigley, deputy coordinator for the National Marijuana Initiative, a project of the High Intensity Drug Trafficking Area (HIDTA) program, spoke virtually with North Dakota lawmakers, who began a study of adult-use cannabis 10 months ago.
