Pennsylvania elections are coming, and cannabis is on the ballot!

Pennsylvania missed an opportunity to legalize adult-use cannabis in 2026, with House Bill 1200 passing in the House only to later die in a Senate committee. Before the legislature convenes in 2027, voters have an opportunity to elect new lawmakers.

Pennsylvania is one of only 19 states that still jails people for possession of small amounts of cannabis. Meanwhile, possession of even a single joint (and up to 30 grams) remains an upgraded misdemeanor offense, with up to 30 days in jail and a fine of up to $500 — even though more than half of Americans live in legalization states. In 2025, Pennsylvania arrested 10,858 people for cannabis possession — even though almost all urban areas have decriminalization ordinances in effect.

Half of the state Senate, all 203 House seats, the governor, and the lieutenant governor are on the ballot. You can confirm your status as a registered voter or register to vote (you have until October 19th), and you can find your state legislative districts on the state legislature site. You can also view a sample ballot (each county provides its own sample ballot in Pennsylvania). Early voting varies by county but ends on October 27, 2026. On November 3, Election Day, the polls are open from 7:00am - 8:00pm.

MPP has created a voter guide that explains where candidates stand on cannabis legalization and related issues of justice and equity. Our guide includes responses to our candidate questionnaire, information on how incumbents voted on key cannabis bills, and other publicly available information on candidates’ stances.

Check out the voter guide and make a plan to vote!

Voters are eager for reform: Pennsylvania continues to arrest folks for possessing even small amounts of cannabis, while most of its neighbors have enacted adult-use legalization. An April 2026 poll has shown 69% support for full legalization. This election will set the course for the next four years in Harrisburg! Let’s get it done in 2027!
