Following the governor’s signature on Thursday, Vermont became the latest state to decriminalize the possession of small amounts of marijuana. On June 28, Gov. Peter Shumlin (D) signed House Bill 200 into law. The law, which goes into effect July 1, eliminates criminal penalties for the possession of up to an ounce of marijuana and replaces them with civil fines.
