Maryland Governor Signs Medical Marijuana Defense Bill!

Great news! Maryland Governor Martin O’Malley has signed SB 308! As of June 1, patients in Maryland charged with possession of up to one ounce of marijuana who can show they’ve been diagnosed with a debilitating condition that is resistant to other treatments will be found “not guilty” if they demonstrate they’re likely to benefit from medical marijuana.

Congratulations to everyone who helped make this day possible. Del. Dan MorhaimSen. Jamie Raskin, and Sen. David Brinkley worked tirelessly to secure their colleagues’ support. Allied drug policy organizations were also instrumental in helping achieve this victory. Finally, and most importantly, brave patients and their loved ones came from all over the state to courageously share their stories with legislators and members of the media. We simply would not be here without their efforts.

This is a proud day for MPP. We’ve been leading the lobbying effort in Maryland for a decade, securing passage of the original Darrell Putman Compassionate Use Act, and now today’s improvement legislation. And we’ll be back next year to help pass a comprehensive law that includes legal access for patients and protection from arrest.

Maryland to Add Protections for Medical Marijuana Patients

The Maryland Legislature passed a bill this week that will help protect some patients from conviction if they can prove that their marijuana use was medical. The bill allows patients charged with possession to have their cases dismissed if they can show that they have a diagnosis of a debilitating medical condition from a doctor with whom they have an ongoing relationship. Lesser protections are also included that reduce the penalty in the case of non-debilitating conditions if patients can prove that their use was medical.

In addition, this bill would create a study panel of policy and health experts to look into the best ways to implement a comprehensive medical marijuana program in Maryland in the future.

While the overall bill is less than what we hoped for, it is definitely a step in the right direction. After all, anything that can help keep a patient out of jail is a good thing. The creation of the study panel bodes extremely well for all the medical marijuana patients in the state as well. It is certainly an indicator that lawmakers are willing to work with us on this issue, and are being responsive to the overwhelming support for such a program in Maryland.

The bill is now awaiting Gov. Martin O’Malley’s signature, which he has already promised.

Why Talk to Your Kids When You Can Hire a $200-an-Hour Drug-Sniffing Dog?

Has it really come to this?

According to today’s Baltimore Sun, a new business in Maryland is offering parents the services of trained, drug-sniffing dogs. Parents who are concerned about their children hiding drugs at home – and apparently unable to have simple, honest and well, healthy conversations with their kids about drugs – can, for “about $200 an hour,” rent specially trained canines to come into their homes and “within seconds, detect even the tiniest whiff of narcotics.”

Maryland Lawmakers Prepare to Introduce Medical Marijuana Legislation

Yesterday, a team of bipartisan Maryland legislators announced the details of two bills that would make medical marijuana legal and accessible for qualified patients in the state.

The bill’s main sponsor in the House is Del. Dan Morhaim (D-Baltimore County), who, as an internist and emergency medical physician, has been very effective at explaining why patients and doctors need access to a range of treatment options, including marijuana.

As proposed, the bill would allow patients with a “debilitating medical condition” to obtain marijuana from state-run distribution centers with the recommendation of a doctor with whom they have a long-standing relationship.
